Revised plans for Scheveningen Harbour

The Municipality of The Hague will make substantial investments over the coming years to modernise Scheveningen Harbour. The quays will be refurbished and the fishing industry will be given a boost. The final plans for the harbour are less ambitious than the plans presented in 2008 prior to the economic crisis.

Scheveningen Harbour from the air

The biggest stumbling block, whether to fill in the so-called Third Harbour located by the inlet, has now been decided. The Third Harbour will not be filled in but will get a mixed use for sailing boats and commercial vessels. Approximately 700 homes will be built on the southern side of the former Norfolk terrain to the regret of the fishing industry which would have liked to use the land to expand its business. 

The First Harbour will be reserved for commercial fishing and the Second Harbour will primarily have a tourist and recreational function.

Employment and tourism

The facelift for the area should boost employment in tourism, water sports and the fishing sector. The municipality's plans also call for hotels, restaurants and shops. A cable car will connect both sides of the harbour inlet with each other. A Beach City with a beach stadium especially for surfing and beach sports will be built on the beach by the Noordelijk Havenhoofd.These points are outlined in the urban development plan approved by The Hague Municipal Executive.

Living on the Norfolk terrain

Approximately 700 homes will be constructed on the former Norfolk terrain. Apartments will be built on the Houtrustweg and along the dunes and a new development of townhouses and a car-free area will be created closer by the Third Harbour. Luxury apartments will be created above shops and restaurants right at the Third Harbour with a view of the water. Parking garages for residents and visitors will also be built.

Fishing industry to expand

The fishing industry has indicated that it would like to expand and will get addtional space on the Noordelijk Havenhoofd. The municipality and the fishing sector have signed a declaration of intent to this end. This should lead to more high-quality fish restaurants and a market for fresh fish. To stimulate this development the municipality will invest € 7.3 million in the coming years to widen and refurbish the quay in the First Harbour.

Revamped plans

The final plans for the harbour are less ambitious than the plans presented in 2008 prior to the economic crisis. Now a 90-metre apartment building and a 40-metre apartment building will be constructed at the harbour inlet rather than two 100-metre towers. Some 700 homes will be built on the former Norfolk terrain rather than the originally-planned 840 homes.

The plans are not yet completely concrete. For example, a new (art) museum would be located in the harbour. Talks with a wealthy private collector have apparently reached a deadlock. The municipality is also looking for a company to operate the cable car.
